European Federal System

There are european elections today and the first results of the Netherlands arrived, they have 25 seats, seven went to the ruling christian democrats, six to ALDE of Geert Wilders, three for SPE, four for UEN, three for the Greens and two for GUE.

The preliminary results were published before the elections ended in all 25 countries of the EU, elections are ongoing in Czechia, Ireland and Great Britain, where the exit polls will be issued on Sunday, June 7th, 18:00 GMZ, 16:00 MESZ.

It is a practice to publish the predictive prognosis in the minute the polls close and to adapt according to the results, for the technical mechanisms there can be not much information because it is the duty of Statistisches Bundesamt and Bundeswahlleiter, who has a function as registar, previously the results were called in by phone, now it is the time of the internet, there might be software involved, encrypted data transmission to Wiebaden, alone we not rig any votes, previous tests of touch panel monitors were stalled, there is usually only pencil and paper, the lists are marked for a person who shows the ID card, the cardboard with the actual adress and the list is marked for a person who did cast a vote.

We wait for rulings of the European Court of Constitution, how much in percentage income tax and value added tax might differ from country to country, only, there is no genuine european tax, the European Unions differs from Euroland which is the monetary area of the European Federal Reserve Bank.

We have no European Constitution because Netherland and France and Ireland voted with majority against the Treaty of Lisbon which should substitute the Constitution treaties, a European constitional court cannot rule on a constituion that is not signed into european law, some countries might vote, some countries have the two federal chambers only, some countries have regional parliaments like Great Britain now for Scotland.

In the moment we wait for results, of course, one of the bloggers in Brasil noticed, there is the Grand Prix of Monaco this weekend in Monaco, he might think, the actual rate of billionaires is the highest in the world, he might be right just for the two hours the races are open, transmission might switch to results in the election and actually, we have rulings and speed limits and computers and trains, please all the 350 voters in Europe in the boothes, do not break your fingers with the pencils, you might need them in further life.

No rigging of polls, 60 years in the federal constitution of Germany.
600 years in the constitution of San Marino, only best quality might prevail.

Though, when the first votes arrived, assessment first is Pro-Europe, Europe of Nations and the European Parliament in Brussels and Strasbourg, and of course, the net budgeting of a federal fund transfer and net returns, this is according to the tax system and Gross Domestic Product, of course, countries with high tax quotas have higher tax output, federal tax input.

We tax this first for Value added tax which is a consumer tax and takes 19 % of the difference between a firms input price and the firms actual price received on the market, we call this profits.

Value added tax rates differ, we have 19 %, other countries might have 15 %.

Next are income taxes and a personal tax rate according to the progression, we might have 38 % but a progression, minimum or linear or exponential, we compare that to Slovakia that indroduced the euro currency this year and it is a flat tax of 18 %, according to corporate taxes and income taxes, only the gross domestic product differs, the national tax rate and the Staatsquote, the weight of federal and state entrprises on the whole Gross domestic product.

Of course, Brussel and the European Parliament tried to harmonize, this is make statistical balances as arithmetic quotas, the net result is, the stronger economic countries transfer more and receive less with high taxes, the weaker receive more but try to be competitive with lower taxes, a low tax quote is comparative advantage.

We cross this scheme with the Export- Import Quota of the national product, Außenbeitrag, and might make a matrix in input-output relations so we have the directed matrix of one country to the twentyfour others, only, it is deceiving because the bigger countries with agglomeration count transfers as internals while small countries with high export-import quotas count this as externals.
